STRATEGI PENGUATAN IMPLEMENTASI KEBIJAKAN PERLINDUNGAN LAHAN PERTANIAN PANGAN BERKELANJUTAN (LP2B) DALAM MENDUKUNG KETAHANAN PANGAN DAERAH DI KOTA SUNGAI PENUH

Abstract

The conversion of agricultural land, which continues to increase, has become a serious challenge in maintaining regional food security, including in Sungai Penuh City. This policy paper aims to formulate strategies to strengthen the implementation of the Sustainable Agricultural Land Protection (LP2B) policy through a policy analysis approach using the USG method (urgency, seriousness, growth), SWOT analysis, and feasibility analysis based on William N. Dunn’s criteria. The analysis results indicate that the main issue lies in the absence of comprehensive local regulations, which has contributed to the high rate of paddy field conversion. Based on the evaluation of policy alternatives, the formulation and enactment of a Regional Regulation (Perda) on LP2B is identified as the top priority. To support its implementation, a structured strategy consisting of five stages is proposed: (1) preparation and drafting of the academic paper, (2) spatial mapping and public consultation, (3) discussion and approval of the draft regulation, (4) enactment and dissemination of the regulation, and (5) initial implementation through integration into the licensing system and monitoring of land conversion. This policy is projected to reduce the rate of agricultural land conversion, enhance coordination among local government agencies, maintain the stability of local food production, and strengthen sustainable food security in Sungai Penuh City.
